In the process of doing research, numerous areas for further research are uncovered.
Research can lead into areas that fall well outside the funding guidelines, for a number of reasons. Some of these may be areas that the hosting agency, academy or financing organization specifically excludes.
There are times that researchers encounter something that should be known to a larger community, but there is not a good mechanism (or motivation) for this.
Perhaps a funding organization is aware of research which cannot easily be advanced, they see a clear need for it to advance, and they would perhaps like to align it to other related projects and even know the progress and results.
